Having delivered a lecture in his capacity as chief executive of the Higher Education Funding Council for England, Brian Fender, former vice chancellor of Keele University, was very pleased to be offered a small book token in thanks - and rather less amused to have it intercepted and despatched to the gifts division of HEFCE in line with strict civil service guidelines.
