Call for tenders for development of ECURIE and call-out systems for nuclear and radiological accidents

The Joint Research Centre's (JRC) Institute for Environment and Sustainability has published a call for tenders for the development of a highly reliable web-application for the creation of notifications under the 87/600/Euratom Council Decision (ECURIE), and the supply of two call-out systems to automatically alert competent authorities by phone in case of nuclear and radiological accidents. The current network for early notification (ECURIE) is based on MS Windows stations with appropriate software (CoDecS) for creating, sending and receiving notification messages. The actual notification itself is done by aid of alarm boxes connected to each station.

This distributed network has to be replaced by a web-application for the creation of notifications under the 87/600/Euratom Council Decision (ECURIE) with similar functionalities and 2 small call-out systems to automatically and interactively contact competent authorities by phone in case of nuclear and radiological accidents, each with 4-16 lines, to alert national competent authorities by phone. High reliability, mirror-sites, compatibility with existing notification systems and secure access with 'digipass' will be required.
