Can institutions be held responsible if staff are harassed by non employees?

It is common knowledge that education institutions can be held liable if an employee subjects a work colleague to unlawful harassment. But what if the guilty party is from outside the institution?

Can HEIs and FECs be held responsible if a member of staff is exposed to unwanted conduct at work at the hands of a member of the public?
