One of the biggest questions facing Bill Rammell, the Higher Education Minister, is what should be the shape and content of the Government's TV campaign to explain tuition fees, grants and bursaries. Mr Rammell looked over the options last week, but there were few hints about the different themes, slogans and styles of advertising pitch he had to choose from. Perhaps students and parents would be more likely to watch if the minister roped in an old friend to help - Ricky Gervais.
