As temperatures plummeted this week, the wind whistled through the draughty Palace of Westminster, where windows had been left open despite falling snow outside. The chairman of the Commons standing committee considering the higher education bill - the liverish Roger Gale, Conservative MP for North Thanet - was heard to hope that, unless the heating was fixed, on this one occasion, the committee would generate more heat than light.
