So how long would be a sensible period for considering the Scott report and its implications. Three hours, as offered to HM Opposition? Eight days, as used by HM Government? We suspect the Hansard Society may be nearer the mark. Their one-day conference on Sir Richard's multi-volume epic, addressed by luminaries including Vernon Bogdanor and David Butler, will take place on April 17.
