Speaking at last week's launch of the panel of research council heads, RCUK, trade and industry secretary Patricia Hewitt gave an insight into how the government might have arrived at its 50 per cent participation target. Ms Hewitt described her induction briefing when she became a Treasury minister: "The first thing they told me is that 50 per cent of the public don't even know what 50 per cent means."
