Hard-core publishing

A spot of Googling on "open-access publishing" turns up an advert promising: "Depraved STM journals? Learn what thousands already know. Just facts." The link transports you to the appendix of the recent House of Commons Select Committee report on scientific publishing. But who put it there? Is the committee resorting to devious means to attract attention to its wise words? Or is someone desperately trying to publicise their own rambling submission to the inquiry? At least we can be fairly sure that Reed Elsevier, the big-bucks academic publisher that has been working furiously to try to steer the open-access debate, isn't involved.

Rumour has it that it would rather this particular report were lost in cyberspace.
