Dr Howells, however, was on true undiplomatic form at the drinks reception to launch the Quality Assurance Agency annual report this week.
Referring to a recent meeting with 15 other education ministers from around Europe, he chided them for wanting to introduce top-up fees in their countries, but not having "the balls to do it".
