In preparation of the 161st meeting of the CSO, two proposals have been drafted by the COST Office on:

- Call for proposals

- Quality control

These proposals will be first examined by JAF at its meeting on 16/ 17 February 2005.

Comments, in particular from delegations not represented in the JAF Group, possibly in the form of suggested amendments, should be sent to the COST Secretariat (cost@consilium.eu.int) with copies to the President (francesco.fedi@tiscali.it) and the COST Office (amayer@cost.esf.org) by 11 February 2005 at the latest.

The CSO is invited to approve:

the introduction of a continuous Open Call for proposals in COST, based on a two stage process with three "proposal collection" dates of 31 January, 31 July and 30 September, and related publicity for the Call approach..
