Subject: Proposal for a Recommendation of the European Parliament and of the Council to facilitate the issue by Member States of uniform short-stay visas for researchers from third countries travelling within the European Community for the purpose of carrying out scientific research

I. INTRODUCTION

In accordance with Article 251(2) of the EC Treaty and the joint declaration on practical arrangements for the co-decision procedure 1, a number of informal contacts took place between the Council, the European Parliament and the Commission with a view to reaching an agreement on this dossier at first reading, thereby avoiding the need for a second reading and conciliation.

II. VOTE

The report by Vincent Peillon (PSE-FR) on behalf of the Committee on Civil Liberties, Justice and Home Affairs, containing three amendments, was subject to a single vote without debate.
