The embryonic Justice Sector Skills Council is so confident that it will receive ministerial approval by the end of the month that it has found itself premises on Gray's Inn Road in London. The new headquarters may look familiar to its chairman, John Randall - the building is the same one he occupied as head of the Quality Assurance Agency before it decamped to a site ten miles from Randall's Gloucestershire home.
