While the rest of London was wondering whether it was permissible to go to work in shorts and T-shirts last week, headquarters staff at the Association of University Teachers and the Committee of Vice-Chancellors and Principals were thinking more in terms of wellington boots and galoshes after a water main burst in Tavistock Square, turning the approach to both offices into Bloomsbury's answer to the Serpentine.
